A Small Town with a Big Plan

Vinton Virginia is a small town nestled along the City of Roanoke’s eastern boundary with a rich history dating to the 19th century. Although it only has 8,000 residents, Vinton has seen strong growth in infill and redevelopment with new residents attracted to its character and quality of life. The new comprehensive plan envisions a series of “big moves” to bring greater safety and walkability to the town and a series of civic and cultural amenities to appeal to the new residents and workforce.

Vlad has been involved in a number of planning projects with the town of Vinton since 2011. He helped create their Urban Development Areas for future growth, create design guidelines for the downtown, and develop zoning refinements to enable accessory dwelling units in existing neighborhoods near the downtown.

Working with 3TP Planning, Vlad has been a senior advisor to the process, helping to facilitate meetings with the public and work sessions with elected officials and the staff. He also worked collaboratively with 3TP to help design the framework for the plan, including a transect approach to the future land use districts.  He also led the development of recommendations for revitalizing downtown by routing through traffic around the traditional four block core of downtown to enable pedestrian improvements and to create a new safe walkable precinct that is reminiscent of the traditional character of the place.
